The groups will spawn in intervals after you arrive, but it's just a few seconds between each spawn.The spawns may vary, this is just an example.
Sometimes you may get agro when you warp in, sometimes you don't.
Drones are not attacked by non attacked groups.

Blitz
(Read comments) *Mission is completed after killing the group with the Spies; attacking them will sometimes draw aggro, but not always.*This is an easy mission to do afk in a drone boat if you want bounties instead of blitzing it.
Easiest to blitz with long range BS. Just microjump past the groups and fire at the group with the spies, leave when done.

Doing Gurista Spies Level 4 and the blitz method no longer seems to work. It now aggro's the whole room attacking the spies group straight away. It got very rough, very quickly in my Golem Tech 2 fit. Next time I shall deal with them a group at a time.
The first run, I warped in, killed the group with the spy's without aggroing anything else and it worked.
The second run, I wapred in and got agro from the group with the spy's and one of the other groups immediately without doing anything.
So both spawns and aggro is random in this mission. Will add that right now so that everyone knows beforehand.
Killed spy group, took all agro, no problem holding tank ( Never passed 60% shield on active tank) Plenty of cap left without cap inj. Returned to agent and delivered mission without killing rest. It still works
and i only had to turn on my caldari navy xl shield booster 1 time :) for about 15 seconds
note: do not attack any Spy's -- this will be aggro all. just shot them one-by-one. BTW, Shield never flown less than 70%
Took out intial group, triggered mission complete and didnt not aquire all aggro
also no tank issues with a nh either with, 2x pith b type smallbooster, 2x invuln, faction ab as tank
Pocket 1: Normal, you get a bunch of agro, so u need to take some of them out.

Mission bounties total nearly 7m, guristas loot is guristas loot so don't expect any miracles
Wait for EVERYTHING to spawn and settle.
Aggro spies using your guns.
Deploy Wardens. Shoot the crap out of them all. Warp away to the nearest station. Turn in the mission.
Worked like a charm.
Should you get accidental aggro, stay on spies, they die pretty fast, long before anything bad happens to your 5-slot tank.
(not sure on the destroyers)
Ran in a tengu. Never had to turn boosters on.
About 3mill in loot. Barely worth the salvage.
2.07m isk in salvage and loot and 5.65 isk in bounties - not bad for such an easy mission.
